Responsible Care® Process Safety - Developing Key Performance Indicators
PACIA endorses the promotion of improved health and safety performance among chemical and major hazard sector members through encouraging the monitoring and evaluation of process safety performance. The Process Safety - Developing KPIs guidance assists companies develop a performance approach to process safety. Paul Tebo, a member of the Texas City Baker Review Panel, has reviewed the guidance. 

Other Process Safety guidance materials:

(a) Under the United Kingdom Health and Safety Executive, a Process Safety Leadership Group, comprising representatives of Britain’s high hazard industries, regulators and the unions have published a set of Process Safety Principles.  

The document sets out eight principles for senior industry figures to follow, including requiring board level involvement and competence in safety management, putting process safety leadership at the core of a business to ensure risks are properly managed, and engaging and involving the workforce in managing safety.

PACIA Carrier Accreditation Scheme (PCAS) 

IMPORTANT NOTICE - The PCAS has now concluded

A review of the PACIA Carrier Accreditation Scheme indicated that the scheme, which was developed in the late 1990s, has now been superseded by legislative and other developments in chemicals transport. Complementing the new legislation covering transport of dangerous goods, there are now a range of other systems, including corporate and global systems, which are available to assist in meeting safe chemicals transport objectives.

The scheme is therefore concluded within PACIA.

Transitional arrangements

New accreditation - no new accreditation or reaccreditation is supported by PACIA after 31 July 2009.

Existing accreditation - existing accreditation, obtained prior to the conclusion of the scheme can be utilised by the carrier for the normal period of currency (that is, it is valid for 2 years from time of accreditation). All existing accredited carriers are listed on the PACIA website and, on request, PACIA can advise the currency for the accreditation.  It is expected that all accreditations will have expired by the end of 2011.
