Industry Goal: Operating secure sites and product chains
Security is an accepted part of business. While the most likely security threat to business operations comes from common criminal activity, today there is a state of heightened concern about terrorism and the potential diversion of legitimate chemicals for terrorism activities. This reminds us of the importance of security in our business operations.
The diversion of precursor chemicals into illicit drug manufacture is an increasingly important challenge for our industries. This stems from the dramatic increase in the use and manufacture of Amphetamine Type Stimulants (ATS) in recent years. ATS is now recognised as the major illicit drug threat facing Australia, with the production and use of ATS posing significant health risks to users, illicit manufacturers, the general community and first responders attending clandestine laboratories. PACIA has worked very closely with the police across Australia over many years to prevent the diversion of chemicals into illicit drug manufacture. The PACIA/SIA National Code of Practice on Supply Diversion into Illicit Drug Manufacture gives key guidance in this area.
The industries must continue to respond to the challenge of increased security measures. PACIA has demonstrated its commitment to improving security and preventing the risk of diversion of chemicals to enhance community safety. PACIA proactively developed industry guidance on Site and Supply Chain Security and on Secure Distribution of Security Sensitive Ammonium Nitrate. The chemical industry in particular must foster even stronger partnerships with government and community to develop, enhance and implement co-regulatory approaches to achieve continuous improvement in security performance.
